My blog has the ability to sign up new users and I do not wish that. I need the ones I have to be able to log in and create a blog, but not new users to sign up as a new user.

Our users would only be certain registered users in our Joomla site. If the join our site through the alternative door, then they will be approved to create a blog.

How can I get rid of the sign up portion of the sign in for the blog.

You can go to backend>User Manager>Options and turn off this setting: http://screen.stackideas.com/2015-04-30_1037.png . Easyblog will hide the register link if this setting is turned off.

That turns of all registration in Joomla, I just want to turn it off from showing in the blog. I still have a custom place for my people to register.

Is that possible?

Yes, it is possible. You can replace the attached file in ../components/com_easyblog/themes/default/toolbar.php. Please give it a try.
