You can enable "Notify admins on new posts" --> email notifications sent to admin, "Notify moderators on new posts" --> emails notifications sent to moderators of the post's category and "Notify all users on new post" --> for everyone on your site as shown http://prntscr.com/d15twd at Backend>Components>EasyDiscuss>Settings>Notifications>Emails

Thanks for your response. I have all that you suggested checked "yes" but it does not appear to be working. Screenshot attached.

It seems like you have configure the correct settings from backend, but may i know do you have setup cronjob from your server yet?
