Correct me if i getting wrong your feature request here,

You would like the manager can assign only this specific user can reply the question and the created the question owner right?


If yes, actually this above feature request already exist in current system, but you have to set which "specific user" under 1 specific user group ( http://screencast.com/t/13QFt0VIRO ), and set a specific category, check my screenshot again : http://screencast.com/t/V3c1kiJW3CE

So which question is under this specific category, only the specific user or specific user group user can reply on this question.

I understand your point but that is not a good solution.
If I follow your instructions I need to create one user group for each category which is not manageable at all.

1 category = 1 manager assign to reply.
To post a question, user must be log in.

Only the user who creates the question and the manager should be able to reply and all the others to comment.

If I follow your instructions, any user with the same level access will be able to reply in every question even if he doesn't create it.

I hope you understand my point. All I want is assign one question restrict to one user and one manager.

Users register can post questions to the same category witch will be answered by the same manager. But, users shouldn't be able to reply on others questions. If they want they can comment questions witch are not from themselves.

Example:
Paul write a question in category animals.
Robert who is the manager of the animals category is able to reply that answer.
Jack can write a question in animals category witch will be answer by Robert but can not write a reply in Paul answer.
But Jack will be able to comment the Paul question.
