You have to disable it from backend > Easysocial > alert > broadcast > unpublish email , you can refer on my attached screenshot below.

Once you set to disabled it, it will only affected for those new user register on your site, it will not affect with your existing user.

Yes, if you unpublished that email state, your site user unable to set yes/no from their alert configuration page.

Oh, you referring that broadcast option from the story panel, it seems like currently we do not have setting to disable it, I will log this issue into our issue tracker.

For now, you have to modify on this file -> JoomlaFolder/components/com_easysocial/themes/wireframe/story/broadcast/form.php
and remove that line of code, you can refer on my attached screenshot below.
