If I understand you correctly, you want to send a custom broadcast message to a certain profile type user? If yes, maybe you can try the broadcast functionality: http://take.ms/uouVf and it will generate system notification as well as mail notification

If I've misunderstood you here, perhaps, can you explain more in detail on this?

May I know do you login as superadmin of the site? because this functionality only can be use by them, where normal register user can't

May I know do you make a notification broadcast or broadcast popup? the email send out only for notification broadcast currently. Where there is setting if you did not enable it yet, in Alert>alert: http://take.ms/n4FAj
