I am sorry for the delay of this reply.

Currently the toolbar / docker search bar is actually utilising Joomla Smart Search feature and for user, currently we are only index user name and email. Thats also the reason you can only search for name or email.

As for the custom fields search, unfortunately for now the only place to search these custom fields are from Advanced Search page.
