This is more like a global question for both cloudaccess and amazon s3 and I am not sure if I can help much here. What s3 does is they will hosted some of the media file such as profile avatar of the user. You can refer below on the workflow of how s3 works.

User requesting avatar picture > sent the request to your webhosting server > webhosting server detect the picture is stored to amazon s3 > return the s3 url for the avatar to the user > user will then request the avatar image directly from the amazon s3 with the provided url.

Based from my understanding, I believe you should choose Germany as your s3 bucket location to minimize the latency when user are downloading the picture to their PC since the location is much closer to your users.
