In case of recurring payment with stripe they process on cron job execution. If payment failed then it will request for payment again on cron job, number of times runs. To limit the failure payment limit, you need to limit the number in backend Settings >> System, here find Recurring payment failure limit field and set some value in this.

if you already set that limit and still more then limit request initiated then please provide us with the back end and FTP access to your site to check on this issue further?
