Rename HTACESS.TXT to .htacess Failed

Hi, when I am renaming the HTACESS.TXT to .HTACESS, the notice says that the file already exsits. When I click the URL rewriting, the function does the work, even with HTACSS.TXT without being renamed.
What is wrong with my joomla?
