I have been unable to find a way to remove the pen icon ("start creating your new blog post") at the end of the nav bar above the toolbar. At this point I don't want to allow others to create posts.

You can disable it in the ACL configuration: 1. Click ACL>Choose joomla group>compose> disable allow to write post:http://take.ms/Q82fq
so the group doesn't have permission to write a post there is no pen icon will be display on the toolbar
