I guess the best way for you is to contract someone to write a custom field that allows the user to list a skill and also a rating beside each skill so that they can rate themselves. Because there's no way to combine 2 different fields

That is interesting, do you know anyone that you would recommend for such a job? Thus far I have been quite dissatisfied with some contractors that I have worked with.
