I set it in setting ---> user ---> general ---> profilecompletion
Profile Completion Checks -----> yes
Check Optional Fields ---- >> no
Action On Incomplete Profile ---- >> redirect to edit profile page

this is to redirect users who have signed up with facebook to also accept terms of use and conditions.

unfortunately at the access of users who completed compulsory profile fields and not optional fields redirects them to the profile editing page.
