It seems that currently it is not possible for us to re-arrange those panel currently But i have discussed this with our developer and it is make to "Prioritizes" those panels(photos/video etc as those commonly used by users) to be shown on the panel rather than on the drop-down.

I have issues this and set this as 'Feature Request', and we will see if we can implement this in the future release version. Thanks for your understanding
