So there is no other settings that may affect "Reply" button?
If it IS turned on it "Comment Item" it MUST be visible, right?

Can i reply to comment through control panel if i am logged in as an admin for example?
I found button in control panel that allows to edit the comment that user made. But can i reply to it?
od i have to reply to comment only through front-end right in the article?
