This is just a suggestion, but I'm using an older version of Kuro, and I decided to flip these elements on the form. The basic idea was that putting the required parts of the comment before the comment itself might limit activity. Conversely, allowing people to start sharing their opinions first would help get the ball rolling. And once they offered their 2 cents, they would be less likely to abandon it once they get to the part of entering their name and email. I hope I'm explaining that right. Anyway, here is how my form looks now, and I'm going to be interested to see how it affects activity:

Although there is no settings to directly do this, but Komento's theme structure is segregated clearly enough to achieve this easily.

Just go to /components/com_komento/themes/kuro/comment/form.php to reorder the structure.
