Is this what you are looking for on the site(http://take.ms/n8A0W)? If yes, you have to disable the quick registration display here: Settings>General>Login>Display Quick Registration>No(http://take.ms/yyoRj)
I have helped you do this so the quick registration no longer displays.

Honestly, I have no idea who or what enabled that setting. Updates do not change already configured settings. But if the issue does happen again, now you know where to look for the setting .
