is possible lock users to set their privacy settings? I would like to set the privacy only from admin panel, the same for all users.

You can only reset their privacy settings from your backend > easysocial > profile types > your profile > privacy, http://screencast.com/t/mlkAE55ydc but unfortunately it is not possible to lock their privacy currently.
