For personal notifications, is it possible to enable personal notifications (PM) to be sent through the navigation toolbar?

Do you mean this personal notification (PM) http://screencast.com/t/xLoZzTmaCvfw ?
If yes, you can enable that setting from backend > EasyDiscuss > Setting > General > Conversations
If no, can you elaborate your question with more details, screenshots if possible.
