We also had the additional problem of posting an broadcast notification (this was the pinned item) and it didn't get sent to our users via email as a notification email.

The pinned feature only works in groups. This is an example if I pin a post in a group: http://screencast.com/t/rBwkccv2iQ0 . If you pinned it in dashboard, it will treated as featured item which you can use this filter to view the pinned item: http://screencast.com/t/ri68r4ZfZx .

As for the broadcast feature, we didn't send the email notification to user. There are two types of broadcast; Popup and Notification. Notification here means, user will get system notification in their toolbar as you can see here: http://screencast.com/t/rLLmSPD1
