Actually what do you mean by lightbox? And for scrolling are you referring to mouse scroll? Perhaps a video would help us understand better.

If you are referring to this image popup(https://i.imgur.com/Q1wpIMj.jpg), actually it cannot be scrolled by mouse wheel. You would have to use mouse click or arrow button to scroll between images.
