While all other menu items in the user toolbar work, Photos responds with "Error
You are not authorized to view this resource."

Any idea what is causing this?

You can recreate this by logging into the front end then click Photos in the top tool bar.
Hey Anthony,

It looks like the menu item "Artists" is set to "Guests" and this is causing logged in users the inability to access this page. Do you intend to lock this page to registered users only or?

I have now set the menu item to have "Public" access and you will be able to access it now
