Photos app not appearing anywhere

I have enabled the photos app and marked it as core, but it'snot appearing anywhere on the user's profiles. I was able to install it on my own, but I want this to be on everyone's profile by default. I am trying to test the photo migration from JomSocial but can't seem to get to anyone's albums. Please assist.
