I'm a little embarrassed to ask, because I know it's a basic question. But how do I set up individual users to be able to "feature" an event in a group? Can I set it in the ACL rules somehow for profile type?

Unfortunately, there is no setting to set individual user can feature an event in a group or outside group, because 'Feature' an event is only can be done by Site administrator.
