We had a few members who had their PayPlans subscription set to Reoccurring but requested we change change it to Fixed, so we changed them. However, we see in our PayPal account, it continues to attempt to charge them. Can you explain how this works?

You need to cancel recurring subscription from your paypal merchant account for those user's whose subscription is changed to fixed now. It will not automatically canceled, you need to cancel it.
