I've checked your site and found that in one of recurring plan you set the expiration time in minute, which is hitting issue.

PayPal payment method don't support expiration time in minutes for recurring payment. You need to set the expiration time in Day/Month/Year as your requirement.

Please correct the expiration time and check this issue again.

OK, I started to test
Changed period to one day and payment was done
After succesful payment I got configmation page from paypal and payplans but subscription was inactive
After one minute its changed status to active but in the meantime notification avout unfinished payment was send (Cart Abandoned) to customer email address
In the same time confirmation about succesfull payment was send

I am increased time for sending Cart Abandoned from 1 to 5 minuts - ho[e that its help
Later a will test subscription cancelation and refund

After payment completion at paypal , payment notification sent on ipn url according to that subscription status change to active.
Some time notification came immediately but some time it will take time.

Yes, you need to change the time for cart Abondoned. If 5 mins also not work then try to set it for 10 min or more.
