Maybe its because web page do not have SSL certificate yet ?

I checkeed that SSL certificate have nothing to do in this case
SSL is installed now, you can run page with https and its produces the same error

As you said that credential you are using are correct, then for this error need to contact with paypal team.
The reason of error might be your account not activated or restricted to use the service.
Please contact with paypal team about this error , they will assist on this matter.

I am not sure because its not clear in your doc
When I adding payment method there is an info that its available only at UK but at your doc with setup instruction there are lack of this info
So, please claruify if I can use it outside of UK (EU Poland)

Website Payments Pro (PayPal Pro) is currently available in the UK only. If you want to use it for outside UK then you need to Use Payflow (Paypal Payment Pro).

Do you mean by paypal merchant account or payplans ?

If you use paypal for outside UK then you need to use Payflow payment method. You can find when you create new payment method in backend PayPlans.

If it is correct the next question is where to find the ID partner, seller ID in the PayPal account to paste it in PayPlan setting (please do not answer me to ask PayPal... there is no indication in your guide and for this I ask it)

I ask because there are many versions of PayPal payment and I don't understand the differences.

Yes, Payflow manage fixed payment as well as recurring.

PayPlans payflow payment method will allow user to pay with their credit card only.

If you want to allow your user's to choose paypal and credit card then you need to use paypal payment gateway. Which support fixed payment as well as recurring payment.
