Issue:
Data entry error message (password does not meet minimum requirements) appears in the quick registration found in the ES login page, after the system timeout forces a user previously logged in, to log in again.

The error message should not appear when a user is redirected to the login page to login again. The system process is triggered by a system timeout (user not active longer than the timeout setting) and when a user is redirected to the login screen no errors from minimum requirement settings for quick registration should occur.

Challenge presented by this issue:
Users returned to the login page see an error related to another task (quick registration) causing confusion. Users who see this error message are already registered so it is likely, for users not technically inclined, they will attempt to solve a problem that does not really exist (error in quick registration).

How to recreate:
1. Set system timeout very short to force system to timeout user and return user to the login page after the timeout period.
2. Set minimum requirements for a profile custom field Joomla Password as follows:
Minimum length (7)
Required capitalized character (1)
Required numeral (1)

Please advise solution.

I am really sorry for the delay of this reply as it weekends for all of us here.

I just tried to replicate this issue locally but it seems like everything is working fine as it should. Perhaps there are some cache on your site that cache the error message message as it shown in your attachment above. Try to disable the cache and see how it goes.
