Regarding the file widget do not shows in the sidebar is because you did not select the categories that it should be
display http://take.ms/JC89O I've select on of the category 'Gilde' so it will shows on the pages under this category now http://take.ms/ek2HX . You can select multiple category by hold CTRL key and select the categories.

Regarding the file upload on the file app, it seems we do not generate stream functionality for that currently http://take.ms/Dg11E
