The ordering of categories doesn't show correctly on the front-end.

Can you elaborate your question with more details, because we do not know which your expectation of ordering categories look like?
Also, i have checked in your categories module, you set ordering to "Popular" right? It seems like correct, am i missing here? Please advise.
