In the ES 1.3 roadmap it shows "Map support in address field" before "State field to reflect country field". The state field should be first because the map should depend on the value from the state field. By doing it in this order it will save some work for implementing the state field into the map. (if it was done the other way around, the map field would have to be tweaked to use the state field)
