By default only page admins or owners can create discussions on pages. It's behavior is unlike Group or Events because Pages are often company pages. If user's want to send a message on the page, they could post in the story form

Yes your right, but they are also visible for Followers, having discussions only for admin and then also visible for followers makes no sense, because they cant post.

PS: Ok, follower can reply to a open discussion, but I would love to have the option that Followers could open a new discussion or to completely hide it from followers. My Idea is to use discussions as an small support forum for followers, if not possible then use it for admin's internally and not visible for followers.
