One budget for two types

I want to use the components as simple forum and not as Q/A system so I want a budget based on how active is the user, in budget setting there are two different option, one for new discussions and one for new reply, can I have one budget base of these two options?

By 'budget', are you referring to 'badges'? http://take.ms/kRa05

If that's the case, unfortunately it's not possible to have 2 actions under 1 badge.
