This is actually intended as previously there are some pages where there are too many options that breaks the layout.

Is it possible to make the tabs adaptive and displayed throughout the width of the layout?

There is no way to do this since there is no way to accommodate for every device out there.

Page layouts for mobile devices and the desktop are different? Or is it one and the same country (adaptive)?

Mobile layout will definitely be different than desktop since they do not have as much screen area to display what the desktops can. I would say they are adaptive.
