I am sorry for the delayed of this reply due to the different timezone here,
The system should never send a notification email to the author!? This defeats the whole idea of a 'Publisher' so shall we agree that the komento system is sending emails to either the superuser or the author, both would be malfunction.
It actually depends on the site owner whether they want the system to send an email notification (new pending comment) to the article author if a new comment is added.
In other words, if the site owner does not want the system to send an email notification (new pending comment) to the article author, we do have a setting to allow the site owner to turn it off.
I believe my colleague already mentioned in his previous reply that he did help you to disable this setting from the
backend > Komento > Setting > Notifications > General > Notify Author for Pending Comments so the system now no longer send an email notification (new pending comment) to the article author (bob.stewart12@yahoo.com).
o I created additional 'Publishers' 3 different email types yahoo (vcgdummy8@yahoo.com) protonmail (bob.stewart12@protonmail.com) and a new googlemail (bob.stewart12@googlemail.com)
I have attached the 3 confirmation email sent by the library19 website to show that joomla is indeed talking and successfully sending emails to the 3 different email types (see attached proof of email confirmation).
So I created some new comments and checked the 3 new 'publisher' email accounts. Only one worked, the vcgdummy8@yahoo.com the others do not recieve email notification. I checked spam folders and no email notifications sent to the protonmail or the googlemail addresses. Yet they did recieve emails when the accounts were created just moments earlier?
Can you do me a favor to check from your site
backend > Komento > E-mail > Activities > click the filter option and choose "--select status--" (screenshot:

and see whether the system did generate the email notification for these publisher email accounts (bob.stewart12@protonmail.com and bob.stewart12@googlemail.com)?
Because I could not log in to your site backend today (screenshot:
https://monosnap.com/file/oUw5gfTSaJ0ILZirGQG1aTXwulrhZa ), it seems like you did change the login credentials for your test account yesterday.
Perhaps you can update again with your correct test account login credentials and allow us to do this investigation again today and see why only this email account vcgdummy8@yahoo.com can receive that new pending comment email notification instead of other publisher email accounts as well?
