Not allowed here error banner

I received the email to approve a comment to a post and when the page opened, there was a banner at the top of the page that said "Not allowed here".

The comment was approved but the link in the email did not open to the comment, only the top of the blog page.
Hey Tom,

Could you share with us one of the links that was generated in the e-mail so that we could test this?

Hi Tom,

II suspect that the comment was previously moderated(approved/rejected).

When this happens, the moderation key in the url is deleted from the database so when the key is being used again, the error appears.

You can try post a test comment to moderate, then moderate a second time using the link from the email and you should hit the same issue.

I believe we can change the translation for the error so that moderators know that the comment may be moderated previously.
