I've increased the memory limit to 512MB. That is now half of my available memory.

It seems like the "Announcement" category is set to be the parent of "General" category and "General" is set to be the parent of "Announcement". I am not too sure how did the category hierarchy became this but I have fixed this for you and it works fine now
