Non members can't vote on polls

Poll function is only available for registered users so guests cannot vote and there is no option to change this.
Even searching on the ACL there was no option to enable or disable vote for user groups Public and Guest.
There is another weird behaviour on polls and non registered users.
If a registered user clicks on the votes it shows a popup dialog with a message, if a non registered presses the link the popup is shown without any message.

It is the correct behavior where the guest is not able to vote for the polls.
