It seems that somehow, this issues comes form "Muscol" components and i have temporary rename this file komento_plugin.php at this path components/com_muscol/komento_plugin.php and it seems to works fine now.

Maybe you can consult with "Muscol" service provider and see how it goes

Thanks for the quick response Abdul. The conflict was with muscol. I did some digging and apparently, if a category is deleted with pending comments attached to it, it creates a conflict. The category may go away, but the comments still need to be manually removed first. With you bringing the component back up, I was able to find and delete the errant comments, and everything is working great now.
