Under 'Editing Category', at 'Icon', there is no icon to select. See attached file.

I am able to replicate this and will log this into our issue tracker.

For category avatar, how can we use .svg file?

Currently, svg file is not supported for it at this point of time.

I also have nothing within the "Icon" select dropdown in Categories (see attached image).

Is there an update coming out soon to fix the issue?

This issue is already resolved internally. Here's a way for you to quickly patch this up. Download the attached file and upload it into /administrator/components/com_easydiscuss/themes/structure/ and overwrite the default.js file
