Are you referring to the 'Banned' section at the backend?

Actually 'banned' users are not the same as 'blocked' users. Banned users are users that are banned(https://take.ms/W9bhx) by admins, which the admin can set the ban period.

On the other hand, 'blocked' users are users that other users blocked. In other words, if user A blocks user B, B will appear under A's block list, but will not appear under user C's block list.
