I've tried replicate this issue locally, seems I cannot reproduce it.
I cannot test in your site using the stackideastestuser account as it doesn't have any friend suggestion on the list http://screencast.com/t/oLTerBEV
Maybe, you can make this test user friend with someone in the site, where it can populate the friends suggestion list? so we can troubleshoot this issue in your site

Seems like there is a bug regarding the ajax called when the SEF enabled. I've logged this issue in our issue tracker and our developers will take an action for this. I will keep you update for this
