It actually depends on the privacy of the users. In order for the stream items to be visible publicly, the user needs to set their privacy to public for items that are posted through the story.

You can reset this by editing the existing "Profile" and click on the "Privacy" tab. You have the option to reset all user's privacy

I am sorry but currently this is not possible. Dashboard is only accessible by registered users
