I'm having issues with a client saying that when he replies to a group discussion users are not receiving a notification.

For me this is logical because the people not receiving the notifications are the ones that havn't replied to the Discussion. is this correct?

It works when he creates the dicusssion all members of group receive the notification, but when some one replies only people activie in the discussion receive the notifications. We want it to be the same as the creation of the discussion every one in goup receive all notifications
