Both of you profile types do enabled this settings http://take.ms/AElaU. If you dont want to moderate your users groups creations, you can disabled it.

Please give it a check and see how it goes.

Oh. May i know how exactly you created those groups? It seems that i tried to create them on my local, and it seems that it showing as it should.

Maybe you can provide us with with more details so that we can tried to replicate them on our end. Please advice.

Once connected to his account, the group creates the group from the toolbar menu Toolbar Menu
and the button "New Group"....Category General
