Hello

In Payplans I have created a free membership and a VIP membership plan.

When users register on the site they are registered with the free plan.

Now I was wondering If I could create modules with a call to action for the free users to upgrade their account to the VIP membership.

How could I only show the CTA modules to only the free member users?

These modules would need to be hidden to the VIP members.

You can do it by joomla usergroup. Module accessibility set as per joomla usergroup.

To assign different usergroup, you need to use PayPlans JUsertype app which will assign usergroup as per plan subscribed by user.
