Any idea how to achieve this?

I want to assign a moderator to monitor all post and comment stream. If possible, all unpublished by default, until moderator approve it. And an abusive post/comment will change to warning notice from moderator.

And photo upload, is there a way to monitor it? It will unpublished by default, until moderator approve it.
