Unfortunately it is not possible to allow moderator to approve user on frontend, currently it only send this request approval email notification to your site admin which user account have enable this 'Receive System Emails' setting (screenshot : http://take.ms/oi94y ).

Can you help me list out a privilege that moderator's have?

What I mean is a features or privileges for moderator, compare to other regular user. Privilege/features such as 'Ban User', 'Delete User', etc...

If the user has the moderator access from their profile type, this user should have similar privileges like site admin.

As long as site admin can able to do any action on frontend, this moderator user can able to do it as well.
