It seems like I was unable to replicate this issue, may i know you test it as a guest or registered member?

If registered member, make sure this member is not Superadmin on the site, because the system will not moderate the new comment if that user is Superadmin.

If the issue still persists, can you update your site backend and FTP access at your first post so we can better have a check?
