You can check following permission and see whether your current logged in user have the right permission to create?

1. Go to your site backend > Easysocial > user > profile type > edit your profile type (base on your current logged in user what profile type he assigned) > ACL > group > create group - YES (http://take.ms/BheOa)

2. Go to your site backend > Easysocial > group > category > check your existing categories and see whether you got set only certain profile type can able to create group (if you didn't select any profile type, which mean it allow all the profile type user can able to create group under this category.) http://take.ms/nL8pC

If the issue still persists, perhaps you can update us with your site backend and FTP access so we can better have a check.
