Photos + Events are missing on all groups for a user who is not the admin or owner of the group.

If you're the admin of the group, you're able to add photos, but not create an event.

If you're the owner, you can upload photos and start events.

*We want all users of our groups to be able to upload photos.

For photos, you can check whether this setting is set to 'Any Members' in the related group category ACL section(http://take.ms/xGItG).
For events, you can add the 'Event Creation' custom field in any group category and configure them in the appropriate groups(http://take.ms/eWkTf).
